The Indianapolis Airport Authority (IAA) is committed to valuing differences and nurturing a community of diversity. We strive to create opportunities for disadvantaged, minority, women, veteran-owned business enterprises (D/M/W/VBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) in all airport-related services.

Business Opportunities

Any owner or representative of a city or state certified business enterprise who seeks information about participation in airport projects is encouraged to participate in business opportunities by responding to our requests for proposals (RFPs), requests for qualifications (RFQs), requests to public bids, etc.

Specifically, certified business enterprises include: Airport Concession Disadvantaged Business Enterprise (ACDBE), Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Women-Owned Business Enterprise (WBE) and Veteran-Owned Business Enterprise (VBE).

ACDBE - Airport Concession Disadvantaged Business Enterprise is a concessionaire, retailer or car rental agency that is a sole proprietorship, corporation or joint venture of which a person that is socially and economically disadvantaged owns a minimum of 51%. In the case of a proprietorship or partnership, the daily management and operation of the business concern is controlled by at least one of the socially and economically disadvantaged individuals who own the business. In the case of a corporation, socially and economically disadvantaged stockholders must be in control of the management and daily business operations, and a majority of the directors must be socially and economically disadvantaged.

What is a Concession?
1) a business located on the Airport that is engaged in the sale of consumer goods or services to the public 2) a business conducting one or more of the following activities: management contracts and subcontracts, a web-based or other electronic business in a terminal or which passengers can access at the terminal, an advertising business that provides advertising displays or messages to the public on the airport, or a business that provides goods and services to concessionaires. 

DBE - Disadvantaged Business Enterprise is a sole proprietorship, corporation or joint venture of which a person that is socially and economically disadvantaged owns a minimum of 51%. In the case of a proprietorship or partnership, the daily management and operation of the business concern is controlled by at least one of the socially and economically disadvantaged individuals who own the business. In the case of a corporation, socially and economically disadvantaged stockholders must be in control of the management and daily business operations, and a majority of the directors must be socially and economically disadvantaged. 

MBE - Minority Business Enterprise is a sole proprietorship, partnership, corporation or joint venture of which a minimum of 51% is owned by one or more minorities. In the case of a proprietorship or partnership, the minority owner/s must be engaged in the daily management control and operation of the business concern. In the case of a corporation, minority stockholders must be in control of the management and daily business operations, and a majority of the directors must be of the following minority groups: African-American, Asian-American, Hispanic/Latino, Native American Indian, Alaskan Native or members of other minority groups. 

WBE - Woman Business Enterprise is a sole proprietorship, partnership, corporation or joint venture of which women own a minimum of 51%. In the case of a proprietorship or partnership, the daily management and operation of the business concern is controlled by at least one of the women who own the business. In the case of a corporation, women stockholders must be in control of the management and daily business operations, and a majority of the directors must be women. 

VBE – Veteran Business Enterprise not less than 51% of which is owned by one or more veterans, or in the case of any publicly owned business, not less than 51% of the stock of which is owned by one or more veterans; and the management and daily business operations of which are controlled by one or more veterans.

The term ''veteran'' means a person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable. [Title 38 Section 101 (2)] 

Service Disabled Veteran: A veteran who possesses a disability rating letter issued by the Department of Veterans Affairs, establishing a service-connected rating between 0 and 100% or a disability determination from the Department of Defense. The term ''service-connected'' means, with respect to disability or death, that such disability was incurred or aggravated, or that the death resulted from a disability incurred or aggravated, in line of duty in the active military, naval, or air service. [Title 38 Section 101 (16)]

Service Disabled Veteran-Owned Business: Not less than 51% of which is owned by one or more service-disabled veterans, or in the case of any publicly owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans; and the management and daily business operations of which are controlled by one or more service-disabled veterans, or in the case of a veteran with a permanent and severe disability, a spouse or permanent caregiver of such veteran. 

Ethnicity refers to individuals or groups who are citizens or lawful permanent residents of the United States and are of one or more of the following:

  • African-American (a person with origins in any of the black racial groups of Africa)
  • Asian-American (a person with the origins in any of the original peoples of the Far East, Southeast Asia, the Indian Subcontinent or the Pacific Islands)
  • Hispanic/Latino (a person of Spanish culture with origins in Mexico, South Central America, or Puerto Rico, or Cuba or other Spanish origin, regardless of race)
  • Native-American Indian or Native
  • Members of other groups, or other individuals, found to be economically and socially disadvantaged by the Small Business Administration under section 8(a) of the Small Business Act, as amended (15U.S.C. 637(a))
